Who is suggesting alternative fuels is it the government or other people?

obviously both the government and people are talking about alternative fuels, but who is mainly making suggestions is the government saying there working on it but not doing much and leaving it to the people? Thanks

   I don’t believe Congress has decided to do anything. That is basically what they do for a living - NOTHING, but whine a lot..

   Seems the government has a lot to do with it.
